(1) The Government of Nepal shall have the right to water resources subject to this Act and prevailing laws.
(2) The drinking water traditionally used by a person or community for domestic purposes shall have the priority of such person or community for the same purpose. (3) The right to receive drinking water service from a drinking water system for any person, settlement, community, school, hospital, monastery, religious place, etc., unless there is another alternative arrangement, such person, settlement, community, school, hospital, A social institution like a monastery will be protected.
